Window frame not skinned on "maximized" windows

On windows that open the fill width and height of the screen (not maximized), the title bar and frame do not get skinned until I resize the window. I see this most often on SQL Query Analyzer for SQL Server 2000

I've noticed that too. Win XP Pro and doesn't seem to matter what skin. I have a full-size bootskin and when I look at the preview the titlebar isn't skinned, it's using the classic colors version instead (as if it was excluded). I tried getting a screenshot but the window closed out when I press ctrl prnt screen.

Win XP Pro, and it doesn't seem to matter which skin I use. I've tried several and it behaves the same.

yeah same problem however the title bar was skinned, but the windows logo inside the internet explorer (below the minimize, maximize and close buttons) does not skin properly as well.
I am using windows blinds 5.1 and then i changed it to windows blinds 5.5 and thats when the error started. Now i have gone back 5.1 and the error is still there.
I got Win XP pro, as well.

There were no usable suggestions for this?

I'm having the same problem with Photoshop when I maximize the window inside the main window. See below for screenshot. Speaking of WindowBlinds bugs in Photoshop. The minimize, maximize and close buttons don't work for windows inside the main window.
Any help would be appreciated.
